Creates the Calumet City Community Medical District with boundaries coterminous with Calumet City to attract and retain academic medical centers, health care facilities, medical research facilities, and high-technology enterprises

Establishes a 12-member Commission (9 appointed, 3 ex officio) with 3 commissioners each appointed by the Governor, Mayor of Calumet City, and Cook County Board President; initial terms staggered to end December 31, 2025, 2026, and 2027

Grants the Commission power to acquire property through purchase, gift, or eminent domain (but not quick-take), construct medical facilities, and sell or lease property for District purposes, with all actions requiring approval of a comprehensive master plan first

Commission has no taxing power but may accept grants, loans, and appropriations from federal, state, and local governments and collect fees from contracting entities for District improvements

Creates the Calumet City Community Medical District Income Fund in the State treasury and subjects the Commission to Open Meetings Act, Freedom of Information Act, and biennial audits by the Auditor General
