Amends the Counties Code to modify criteria county boards may consider when determining the lowest responsible bidder for contracts exceeding $30,000

Allows county boards to consider whether a bidder actively participates in an apprenticeship program registered with the United States Department of Labor when evaluating bids

Applies to counties with fewer than 2,000,000 inhabitants for purchases of services, materials, equipment, or supplies (excluding professional services)

Existing bid evaluation criteria remain unchanged, including quality of articles, conformity to specifications, availability of support services, uniqueness for computer systems, compatibility with existing equipment, and delivery terms
