Pension boards would gain authority to conduct administrative hearings to review sexual abuse claims and order benefit forfeiture, with expanded subpoena powers to compel witnesses and records for these investigations

The changes would not impair any contract or vested right acquired before the effective date, and members would retain the right to a refund of their contributions

All teachers entering service after the effective date would be deemed to have consented to these forfeiture provisions as a condition of pension system membership
