HB1264 Summary

• Requires community college districts with populations of 300,000 or more (except Districts 522 and 526, and those under Article VII) to elect board trustees by trustee district rather than at-large beginning with the 2025 consolidated election.

• Allows community college districts with populations under 300,000 to opt into trustee district elections if their board approves by a three-fifths majority vote.

• Mandates division of affected districts into 7 compact, contiguous, and substantially equal population trustee districts, with the division approved by a majority board vote before the 2025 election.

• Requires trustee district boundaries to be reapportioned following each decennial census to reflect population changes, with trustees divided into two groups on a rotating basis for staggered 4-year and 6-year terms.

• Establishes residency requirements whereby candidates elected in 2025 and thereafter must reside in their trustee district for at least one year before election, with limited exceptions for the first election following reapportionment.
