Amends the Firearm Owners Identification Card Act to add misdemeanor stalking conviction as a ground for denying FOID card applications and revoking previously issued cards.

Adds new subsection (viii-5) to Section 4 requiring applicants to certify they have not been convicted of misdemeanor stalking or a similar misdemeanor offense in another jurisdiction.

Adds new subsection (k-5) to Section 8 authorizing the Illinois State Police to deny applications for or revoke and seize FOID cards of persons convicted of misdemeanor stalking or substantially similar offenses in other jurisdictions.

Applies to both current applicants and persons who previously received FOID cards, allowing revocation if they were convicted of stalking at the time of issuance or subsequently.
