IL HB1282

Amends the Illinois Food, Drug and Cosmetic Act by adding Section 17.3 to prohibit cosmetic products containing specified intentionally added ingredients, effective January 1, 2025.

Prohibits manufacturing, selling, delivering, holding, or offering for sale cosmetic products containing 12 categories of banned ingredients including dibutyl phthalate, formaldehyde, mercury, certain parabens, phenylenediamines, and 13 specific per- and polyfluoroalkyl substances (PFAS).

Allows an exception to the prohibition if a cosmetic product contains only technically unavoidable trace quantities of prohibited ingredients resulting from impurities in raw materials, the manufacturing process, storage, or migration from packaging.

Defines "ingredient" according to federal regulations under 21 CFR 700.3.

Aligns Illinois cosmetic safety standards with European Union restrictions on cosmetic ingredients.
