Amends the Community-Integrated Living Arrangements Licensure and Certification Act to require mandatory annual on-site inspections of all licensed community mental health and developmental services agencies, replacing the previous discretionary inspection system that only required inspections every 2 years

Transfers inspection authority to the Department of Human Services' central office, removing the Department's previous discretionary power to conduct site visits "as it deems appropriate"

Requires inspections to evaluate compliance with Department policies, audit recommendations, and federal standards, as well as to review complaints from mental health agencies, advocates, and the Human Rights Authority

Mandates that inspections identify and prevent abuse and neglect, and follow up on administrative and management problems identified by other sources

Maintains existing provisions allowing license reviews to be triggered by disproportionate complaints, substantiated abuse/neglect cases, unnatural deaths, or egregious incidents at an agency
