Establishes suspension of riding privileges and confiscation of fare media limited to three categories of violations: assault and battery, criminal sexual assault threats, and public indecency.

Requires written notice and administrative hearing process with 30-business-day deadline to determine if suspension is warranted; suspended riders entitled to 2 appeals and may petition for reinstatement after one year.

Mandates Service Boards collect and publicly report quarterly data on demographic information (age, race, ethnicity, gender, housing status) of suspended riders, conduct details, location, and suspension length.

Requires transit service boards to purchase only zero-emission buses for new fleet contracts starting July 1, 2026, with exceptions for unavailability or lack of charging infrastructure.

Creates Domestic Violence and Sexual Assault Public Transportation Assistance Program distributing at least 25,000 preloaded transit cards worth $20 each to domestic violence and sexual assault service providers.
