Requires at least 50% of all AIDS/HIV Division funds be used for programs serving minority populations

Appropriates $15,000,000 from the African-American HIV/AIDS Response Fund to reduce HIV/AIDS disparities among African-Americans, using federal American Rescue Plan Act funding

Appropriates $10,000,000 for the Getting to Zero-Illinois (GTZ) plan to end the HIV epidemic by 2030

Appropriates $5,000,000 for the PrEP4Illinois Program to provide client navigation and medication access, including coverage of ancillary services like provider visits and labs for uninsured and underinsured individuals
