Extends repeal dates for multiple temporary acts and task forces, moving deadlines from 2024 to 2025-2026, including the Ranked-Choice and Voting Systems Task Force (now due July 1, 2025) and the Bond Reform in the Construction Industry Task Force (now due July 1, 2024).

Amends mechanics lien provisions in the Counties Code to extend the pilot program repeal date from January 1, 2024 to January 1, 2026, affecting residential property lien procedures.

Extends the repeal date of the Condominium and Common Interest Community Ombudsperson Act from January 1, 2024 to January 1, 2026.

Modifies opioid prescription electronic requirements to increase exemption thresholds from 25 to 150 prescriptions (through December 31, 2028) and adds hardship and circumstantial exemptions for veterinarians and various patient care settings.

Sets effective dates for previously enacted housing and education acts (Public Acts 103-215 and 103-542) to April 30, 2024 and July 1, 2024 respectively.
