HB1364 Summary

• Establishes the 9-8-8 Suicide and Crisis Lifeline Workgroup to evaluate Illinois' first year of 9-8-8 call center operations and report findings to the General Assembly by December 31, 2023

• Workgroup must review Illinois' 9-8-8 data, other states' models, federal measures of success, and develop an action plan recommending optimal network structure, success metrics, and long-term governmental infrastructure for the system

• Amends the Community Emergency Services and Support Act to change terminology from "responder" to "mobile mental health relief provider" and clarifies their roles in coordinating with 9-1-1 systems for mental health emergencies

• Requires quarterly reports from the Division of Mental Health to the General Assembly on implementation progress, including strategic assessments, targets, and benchmarks for the 9-8-8 system starting July 1, 2023

• Amends the Illinois Insurance Code parity provisions and sets reporting deadline of September 1, 2023 (changed from July 1, 2020) for insurers to submit annual mental health parity compliance reports
