Amends the Solid Waste Planning and Recycling Act to require event facilities with a capacity of at least 3,500 persons to implement recycling and composting programs effective January 1, 2025

Requires recycling of glass, aluminum cans, cardboard, paper, and plastic beverage cups or bottles generated at public meetings or events held at the facility

Mandates transfer of collected recyclable materials to recycling centers for processing

Requires separate collection and composting of organic waste from recyclable materials

Defines "event facility" as structures holding public meetings or events including sports venues and convention centers, but excludes school stadiums
