Amends Illinois School Code to require public middle schools, junior high schools, and high schools to establish junior color guard programs beginning with the 2024-2025 school year, subject to availability of local resources.

Junior color guard programs shall promote the value of and honor military personnel, with members presenting colors at school events including interscholastic athletic events and community events where requested.

Schools may partner with civic organizations or associations representing veterans, military personnel, or other community groups to provide training to junior color guard members.

Defines "local resources" to include financial assistance, training, and equipment provided by civic organizations or locally funded school board expenditures for establishing and maintaining the program.
