Changes the language in Illinois Vehicle Code Section 4-102 regarding vehicle damage from "without authority to do so" to "with intent and without the right to do so"

Modifies the offense of vehicle tampering to require "without the right to do so and with the intent to commit a crime" instead of "without authority to do so"

Maintains criminal penalties of Class A misdemeanor for first conviction and Class 4 felony for second or subsequent convictions

Applies to persons who damage vehicles, remove vehicle parts, tamper with vehicles, or attempt to set vehicles in motion
