Creates the Right to Know Act requiring commercial website and online service operators to notify Illinois customers about personal information sharing practices in their customer agreements.

Operators must identify all categories of personal information collected, all categories of third parties who receive that information, and provide designated contact addresses (email or toll-free phone) for customer inquiries.

Operators must make available to customers free of charge all categories of personal information disclosed and names of all third parties that received it, with responses required within 30 days of request for prior 12 months of disclosures.

Establishes a private right of action allowing customers to recover liquidated damages of $10 or actual damages (whichever is greater), injunctive relief, and reasonable attorneys' fees for violations.

Requires all manufacturers and companies collecting personal information from Illinois residents to develop a data protection safety plan; voids any waivers or agreements that do not comply with the Act's provisions.
