• The Illinois Purchased Care Review Board must allow nonprofit special education facilities to use the same profit margin calculation as for-profit facilities and cannot distinguish reimbursement levels based on federal income tax filing classification.

• Nonpublic special education facilities with multiple campuses in Illinois must maintain separate, current criminal history records for each staff member (full-time or part-time) providing direct services or involved in instructional development at a central administrative location for inspection by school districts and the State Board of Education.

• Nonpublic special education facilities must send a monthly electronic employee roster to school districts and the State Board of Education detailing whether employees have completed and passed criminal history records checks.

• Bill becomes effective immediately upon passage into law.
