Amends the Illinois Public Labor Relations Act to change population threshold for peace officer residency requirements from 100,000 to 1,000,000, allowing residency requirements only in municipalities with populations under 1,000,000 (and prohibiting residency outside Illinois).

Changes population threshold for firefighter residency requirements from 100,000 to 1,000,000, with same restrictions as peace officers regarding residency outside Illinois.

Maintains existing arbitration procedures for security employees, peace officers, and firefighters, including mediation timelines, arbitration panel selection, and hearing requirements.

Preserves restrictions on arbitration decisions for peace officers and firefighters, excluding certain matters such as equipment type, total number of employees, mutual aid agreements, and use-of-force criteria (with limited exceptions for officer safety concerns).

Requires governing body ratification of arbitration awards by 3/5 vote within 20 days, with procedures for rejection and supplemental arbitration proceedings; establishes that rejected appeals result in attorney's fees paid by employer.
