Defines "autonomous vehicle" as a motor vehicle equipped with hardware and software capable of performing the entire dynamic driving task within its operational design domain without human intervention or supervision.

Requires autonomous vehicles registered in Illinois to continue meeting all applicable federal standards and regulations for motor vehicles.

Prohibits autonomous vehicle operators from transporting interstate commerce, passengers, or goods unless a human safety operator is physically present in the vehicle with the ability to monitor performance and intervene if necessary.

Mandates that human safety operators must meet all federal and state qualifications for both autonomous and nonautonomous vehicles.
