Removes architectural and engineering services from the Business Enterprise Program (BEP) goals in Section 4f, now covered under the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act instead.

Establishes aspirational goals for State contracts: 30% overall (with minimums of 16% minority-owned, 10% women-owned, 4% disability-owned businesses) and 20% for construction contracts (with minimums of 11% minority, 7% women, 2% disability-owned).

Requires all State contract solicitations with BEP participation goals to mandate bidders submit utilization plans demonstrating good faith efforts to meet goals, with 10 calendar days to cure deficiencies after bid acceptance.

Sets aspirational goals for professional services contracts at 20% (11% minority, 7% women, 2% disability-owned) for insurance, investment management, information technology, accounting, and legal services.

Requires Department of Central Management Services to conduct disparity studies (with reports due by June 1, 2022) and mandates annual reporting to the Governor and General Assembly on utilization rates and participation by certified minority, women, and disability-owned businesses.
