Amends Section 2-18 of the Juvenile Court Act of 1987 to modify evidentiary rules in abuse, neglect, and dependency proceedings.

Simplifies certification requirements for hospital and agency records by removing the requirement that non-head employees provide a delegation of authority signed by the hospital or agency head.

Allows certification by any "agent" of a hospital or agency with knowledge of record creation and maintenance, rather than requiring certification only from the head or specific delegated employees.

Clarifies that hospital and agency records, photographs, and x-rays are admissible as prima facie evidence if made in the regular course of business at or within a reasonable time after the relevant event.
