Changes Illinois Identification Card Act to require (rather than permit) the Secretary of State to provide Illinois Person with a Disability Identification Cards without photographs for applicants with bona fide religious objections to being photographed.

Authorizes the Secretary of State to offer expedited issuance of Illinois Identification Cards with an additional fee not to exceed $75, with fees deposited into the Secretary of State Special Services Fund.

Allows judicial officers and peace officers to list their work address instead of home address on identification cards for safety purposes.

Establishes procedures for issuing standard and limited-term Illinois Identification Cards to individuals released from Department of Corrections, Department of Juvenile Justice, or Department of Human Services custody.

Permits the Secretary of State to designate a "veteran" designation on Illinois Identification Cards for military veterans discharged or separated under honorable conditions who request it.
