Establishes the Outdoor Rx Program to provide grants for natural resource-based and outdoor-based therapy programs (such as adventure therapy, wilderness therapy, and horticultural therapy) serving Illinois residents.

Creates the Outdoor Rx Program Fund as a special fund in the State treasury to support program administration; the Department of Human Services administers the program and may accept gifts, grants, and donations for the Fund.

Requires the Department of Natural Resources to establish an advisory committee of at least 7 members from various state agencies, public health, veterans affairs, environmental protection, business, and outdoor organizations to assist in program development and administration.

Prioritizes grants for programs that serve veterans (at least 50% of implementation/administration), individuals recovering from substance abuse or trauma, programs using State parks, and those with matching contributions and public-private partnerships.

Prohibits funding for activities involving political lobbying, non-compliance with laws, or organized youth sports; requires grant recipients to maintain accounting records, comply with technical standards, and submit reports demonstrating program effectiveness.
