Defines "disablement technology" as any software or hardware that can disable a vehicle's starter, fuel flow, electricity, or prevent the vehicle from being started or driven.

Prohibits motor vehicle dealers and lenders from conditioning vehicle sales on disablement technology or using it as a repossession tool or consequence for nonpayment; violations constitute unlawful practices under the Consumer Fraud Act.

Allows disablement technology only for antitheft purposes with written and oral disclosures to consumers identifying the technology type, confirming it will not be used for repossession, and detailing data collection practices.

Requires consumers to provide express written consent before installation or activation and mandates dealers provide customer support via telephone and email with at least one staff person available during business hours.

Establishes that data generated by disablement technology is consumer property; prohibits sharing or selling such data to third parties except as required by law or court order, with reasonable notice efforts to consumers.
