Creates the Air Quality Enforcement and Mitigation Fund as a special state treasury fund to receive moneys from any source for air quality enforcement and mitigation purposes.

Requires 30% of fund moneys to support Environmental Protection Agency staffing and functions including air pollution mitigation, increased air monitoring, compliance improvement, and training programs for regulators and prosecutors.

Directs 70% of fund moneys to grants through the Air Quality Community Impact Grant Program for nonprofits, local health departments, local environmental departments, and school districts in communities affected by Environmental Protection Act violations.

Establishes an Advisory Committee including a public health expert, environmental justice representative, Department of Human Services representative, local department representative, and two residents from environmental protection communities to advise on grant rules.

Requires the Agency to develop a process with environmental groups to identify "environmental protection communities" facing disproportionate environmental burden and to publish annual reports on grant awards and affected communities.
