IL HB1533

Prohibits any person from performing surgical claw removal, declawing, tendonectomy, or other procedures that alter a cat's toes, claws, or paws to impair their normal function.

Allows declawing procedures only when performed by a licensed veterinarian for therapeutic purposes to address existing infections, disease, injury, or abnormal conditions that jeopardize the cat's health.

Excludes routine claw trimming and nonpermanent nail caps from the declawing definition.

Specifies that therapeutic purpose does not include cosmetic, aesthetic, or convenience-related procedures.

Establishes civil penalties of $500 for a first violation, $1,000 for a second violation, and $2,500 for third or subsequent violations, enforced by the Department of Agriculture.
