Adds electronic cigarettes to the definition of "smoke" or "smoking" under the Smoke Free Illinois Act, making electronic cigarette use subject to the same restrictions as traditional tobacco smoking.

Defines "electronic cigarette" as any product containing or delivering nicotine or other substances intended for human consumption that can be inhaled as vapor or aerosol, including e-cigarettes, e-cigars, e-pipes, e-hookahs, and vape pens.

Allows retail tobacco stores deriving at least 80% of gross revenue from electronic cigarette sales to qualify for a smoking exemption for electronic cigarettes only if in operation before the effective date of this amendatory act.

Requires electronic cigarette retail stores claiming exemptions to file annual affidavits with the Department of Public Health by January 31st stating the percentage of gross income derived from electronic cigarette sales.

Permits retail tobacco stores to allow on-premises cannabis consumption in specially designated areas with local government authorization.
