• Establishes the "Healthy Illinois for All Law" to provide medical services to noncitizens aged 19-41 with income at or below 133% of federal poverty level plus 5% by July 1, 2023.

• Eligible noncitizens receive benefits identical to the Health Benefits Service Package provided under standard medical assistance.

• Department of Healthcare and Family Services must establish rules for medical services, eligibility standards, and participation conditions that are at least as restrictive as rules for regular medical assistance.

• Grants Department emergency rulemaking authority under the Illinois Administrative Procedure Act to expedite implementation of the program.

• Effective July 1, 2023.
