IL HB1589

Establishes a foreign language endorsement on an Educator License with Stipulations for applicants demonstrating adequate speaking, reading, and writing ability in a language other than English and ability to communicate in English.

Foreign language endorsement exempts applicants from passing the language content test if the language is their first language.

Foreign language endorsement is valid for 5 years from issuance and may be renewed.

Holders of a valid foreign language endorsement may teach courses in that foreign language and may substitute teach in foreign language classrooms even without a bachelor's degree.

Effective July 1, 2023.
