IL HB1605

Amends the Gender Violence Act to expand the definition of "gender-related violence" as a form of sex discrimination to include non-consensual removal or continued sexual contact after removal of a sexually protective device.

Defines two new scenarios involving protective devices: (1) intentional removal of a protective device without consent before or during sexual contact, and (2) continuing sexual contact after becoming aware an unintentionally removed protective device is no longer being used without obtaining new consent.

Adds domestic violence as defined in the Victims' Economic Security and Safety Act to the definition of gender-related violence.

Defines "sexually protective device" to include internal or external condoms, spermicide, diaphragm, cervical cap, contraceptive sponge, dental dam, or any other physical barrier device intended to prevent pregnancy or sexually transmitted infections.

Maintains existing definitions of gender-related violence including violence or physical aggression based on a person's sex, physical intrusion of a sexual nature under coercive conditions, and threats causing realistic apprehension of such acts.
