Prohibits pension benefits under the Illinois Pension Code for members who first join on or after the effective date and are convicted of a disqualifying offense.

Prohibits survivor benefits for individuals who would otherwise receive benefits attributable to members joining on or after the effective date if the survivor is convicted of a disqualifying offense.

Defines "disqualifying offense" as 13 specific crimes including murder, sexual assault offenses, child exploitation crimes, aggravated kidnapping, and aggravated battery resulting in great bodily harm or permanent disability or disfigurement.

Preserves the right to refund of contributions and does not impair rights acquired before the effective date; persons entering service after the effective date are deemed to consent to these forfeiture provisions.

Establishes this as an additional cause for benefit forfeiture and does not limit existing forfeiture causes in the Illinois Pension Code; takes effect immediately upon becoming law.
