IL HB1615

Establishes a mandatory nursing workforce supply survey for all licensed nurses (LPNs, RNs, and APRNs) beginning with license renewals in 2024 and biennially thereafter, using the National Forum of State Nursing Workforce Centers Minimum Nurse Supply Dataset.

Makes survey participation voluntary without penalty; license renewal is not contingent on survey response and failure to respond does not encumber a nurse's license.

Requires the Center to develop a nurse demand and employer survey by 2027 to be collected biennially, also using national standards, with findings reported to the Governor and legislative leaders.

Modifies the Illinois Nursing Workforce Center Advisory Board composition to include 6 nurse members, 2 representatives from labor organizations representing registered professional nurses, and 3 members from associations, health care providers, educators, or consumers.

Sections 75-10 and 75-15 of the Nurse Practice Act are scheduled to be repealed on January 1, 2028.
