Amends the Environmental Protection Act to establish a pilot project allowing plastics pyrolysis or gasification facilities in Will County or Grundy County, provided permitting and construction commence before July 1, 2027.

Defines "plastics pyrolysis facility" as a manufacturing facility that processes uncontaminated plastics using heat in the absence of oxygen to produce fuels, chemicals, or chemical feedstocks.

Defines "plastics gasification facility" as a manufacturing facility that processes uncontaminated plastics using heat in an oxygen-deficient atmosphere to produce fuels, chemicals, or chemical feedstocks.

Classifies plastics processed through these facilities and returned to the economic mainstream as recycled materials not subject to regulation as waste, to the extent allowed by federal law.

Authorizes the Illinois Environmental Protection Agency to propose and the Board to adopt rules establishing standards for feedstock materials, feedstock management, and other necessary implementation standards.
