Amends Section 17-51 to redefine computer tampering to include falsifying or forging email transmission or routing information in connection with delivery of code, software, or hyperlinks designed for remote computer manipulation without owner permission (replacing prior language about unsolicited bulk email).

Elevates penalties for computer tampering under subdivisions (a)(1) and (a)(5) from Class B misdemeanor to Class A misdemeanor.

Creates new offense of "purchasing hacking software" (Section 17-53) as a Class B misdemeanor, defined as knowingly purchasing software designed to gain unauthorized access to computers or computer networks when introduced without owner authorization.

Adds Section 17-51(a-5) prohibiting knowingly selling, giving, or distributing software primarily designed to falsify email or routing information, or software with limited legitimate commercial purpose other than enabling such falsification.

Updates Section 17-54 cross-references to include the new Section 17-53 in provisions addressing evidence of lack of computer access authorization.
