Adds Eurasian Collared Dove (Streptopelia decaocto) and Ringed Turtle-Dove (Streptopelia roseogrisea) to the list of unprotected bird species in Illinois alongside House Sparrows, European Starlings, and Rock Pigeons.

Clarifies that Virginia Rails, Sora Rails, Wilson's Snipe, Woodcock, Mourning Dove, and White-winged Dove are legally huntable migratory game birds under Section 2.18.

Specifies that certain Rallidae (rails, gallinules, moorhens) and Scolopacidae (shorebirds) and Columbidae (doves and pigeons) are protected non-game birds unless specifically listed as migratory game birds.

Maintains existing prohibitions on taking, possessing, selling, or releasing protected wild birds and mammals except by authorized scientific, educational, or zoological institutions that legally obtained them.

Retains requirement that persons cannot take living wildlife animals not covered by the Act without permission from the landowner or tenant.
