Amends the Substance Use Disorder Act and Illinois Public Aid Code to require providers of Level 3.5, 3.5D residential services and Level 3.7D withdrawal management services to be paid the contracted rate for the day of discharge.

Applies to providers licensed and contracted by the Department of Human Services to serve persons with substance use disorders.

Payment requirement triggered if the provider's contracted reimbursement rate is insufficient to offset revenue losses from the Department's September 1, 2020 prohibition on billing for discharge days.

Covers both general substance use disorder providers under the Substance Use Disorder Act and providers enrolled in the medical assistance program under the Illinois Public Aid Code.
