Amends the University of Illinois Act to require the Board of Trustees to give priority admission to Illinois residents beginning with the 2023-2024 academic year.

Sets mandatory percentages of freshman undergraduate class that must be state residents: 79% (2023-2024), 82.5% (2024-2025), 86.5% (2025-2026), and 90% (2026-2027 and thereafter).

Maintains existing admission requirements including 15 units of high school coursework across five categories (English, social studies, mathematics, science, and electives/foreign language/arts).

Allows exceptions for applicants demonstrating equivalent knowledge through assessment, those without opportunity to complete college preparatory curriculum, and educationally disadvantaged students in special assistance programs.

Takes effect immediately upon becoming law.
