Amends Illinois Counties Code Section 5-1022 to add a new exception allowing counties with fewer than 2,000,000 inhabitants to contract without competitive bidding for expedited replacement of disabled, inoperable, or damaged sheriff's department patrol vehicles if authorized by the county board.

Maintains existing competitive bidding requirements for county purchases over $30,000, requiring contracts be let to the lowest responsible bidder after advertising for bids, except in emergencies or under specified exemptions.

Allows county boards to consider multiple factors when selecting lowest responsible bidder, including bidder type (private versus state-controlled enterprise), and permits preference for private enterprise bids even if lower bids are submitted by state-controlled enterprises.

Permits counties to require contractors and their affiliates to collect and remit Illinois Use Tax on tangible personal property sales into the state, regardless of whether they maintain a physical place of business in Illinois.

Allows counties to require bidders and contractors to certify they are not barred from bidding and acknowledges that false certifications may result in contract voidance.
