Amends the State Universities Civil Service Act to waive the Illinois residency requirement for all law enforcement personnel positions at state universities, whereas previously it only applied when no qualified state residents were available for technical positions.

Allows the examination requirement for initial appointment, entry-level law enforcement positions to be waived if the applicant has satisfied all requirements under the Illinois Police Training Act and if the Merit Board approves by rule.

Permits examination requirement waivers for other entry-level positions if the occupational standards are regulated by the Department of Financial and Professional Regulation and designated by the Merit Board in adopted rules.

Maintains existing provisions that examinations must be practical, relate to the specific job classification, and cannot include questions about political affiliation, religious affiliation, or racial origins.
