Creates a forest development cost share program administered by the Department of Natural Resources to help timber growers implement approved forest management plans.

Requires timber growers to own or operate at least 10 contiguous acres of timberland to be eligible, with forest management plans covering land descriptions, timber types, harvest schedules, afforestation plans, and conservation goals.

Department shall pay up to 80% of the total cost of approved forest management practices from appropriated funds through the Illinois Forestry Development Fund or other state treasury sources.

Requires the Department to file annual reports to the General Assembly beginning in 2025 by March 1 detailing the number of agreements, total payments made, and acres affected during the preceding year.

Timber growers who pay 4% timber sales fees under the Timber Buyers Licensing Act receive priority approval and may receive increased cost share amounts equal to fees paid in the prior two fiscal years.
