Beginning with the 2025 registration year, vehicles owned or operated by private or public university police departments or college police departments (excluding motorcycles and all-terrain vehicles) may obtain permanent registration plates for a one-time $8.00 fee under existing provisions for local government vehicles.

University police and college police registration plates shall display the designation "university police" or "college police" and be numbered and distributed according to Secretary of State specifications.

The amendment maintains existing permanent registration plate provisions for state agencies (at no charge), local governments, school districts, medical facilities, and other public entities, with transfer fees waived for plates issued under these provisions.
