Adds new definition of "licensed health care professional" to Illinois Pension Code to include physicians, physician assistants, and advanced practice registered nurses licensed by the Department of Financial and Professional Regulation.

Modifies duty disability and ordinary disability benefit provisions by replacing references to "practicing physician" with "licensed health care professional" to expand who may conduct medical examinations and submit medical reports.

Updates Water Reclamation District commissioner disability provisions to require certification by at least 2 licensed health care professionals (rather than just physicians) for permanent disability determinations.

Clarifies guardianship waiver provisions in Section 13-706 to allow the Board to waive legal guardianship requirements for beneficiaries under legal disability or minors when a representative is managing their affairs.
