Establishes an Automated Driving Systems Review Committee (5 DOT traffic safety employees, plus representatives from pedestrian, bicycle, disability, equestrian, and motorcycle advocacy groups) to evaluate vehicles and determine suitability for Illinois roads within 30 days for hardware updates and 15 days for software updates.

Permits sale and registration of Level 2 autonomous vehicles only; prohibits sale of Level 3, 4, or 5 vehicles, though manufacturers may register them for testing with trained drivers; requires owners to file annual reports on miles driven and collisions.

Establishes penalties including Class A misdemeanor for operating prohibited vehicles (with impoundment), $1,500 per day fines for dealers selling prohibited vehicles, and $25,000 per vehicle per day fines for unauthorized manufacturer modifications.
