Amends Section 11-196 of the Illinois Pension Code to expand subpoena powers for the Chicago Laborers' Annuity and Benefit Fund Board to compel production of documents and records in addition to witness testimony.

Updates witness fee standards from a fixed rate of $6 per day to match the fees paid to witnesses in circuit courts of Illinois, with fees paid by the party seeking the subpoena.

Adds Section 12-162.5 to the Illinois Pension Code establishing identical subpoena powers for another pension fund board.

Specifies that subpoenas may be issued for disability claims, administrative review proceedings, collection of sums due, obtaining personal identifying information for benefit administration, determining death of benefit recipients, and felony forfeiture investigations.

Allows the Board to apply to circuit courts for enforcement orders and requires all subpoenas to comply with the Code of Civil Procedure; authorizes board members to administer oaths to witnesses.
