Allows committed persons in the Department of Corrections to request transfer to another institution or facility every 6 months (amends 730 ILCS 5/3-8-4).

Allows committed persons in the Department of Juvenile Justice, or their parent or guardian, to request transfer to another institution or facility at any time (amends 730 ILCS 5/3-10-4).

Requires that all transfer requests be submitted to the Director or their delegate for approval or denial.

Maintains existing requirements for psychiatric facility transfers, including prior examination, certification, and reexamination at least every 6 months.
