Creates the Dental Loss Ratio Act requiring health insurers and dental plan carriers offering dental coverage to annually submit dental loss ratio filings to the Department of Insurance beginning July 1, 2023.

Establishes a minimum dental loss ratio requirement of 80%, calculated as incurred claims divided by earned premiums minus taxes and regulatory fees.

Requires the Department to make annual filings publicly available on its website and mandates corrective action plans with excess premium returns if carriers fail to meet the 80% minimum ratio.

Exempts Illinois Medicaid coverage and disability insurance policies that provide dental-only benefits on a fixed benefit, cash payment-only basis.

Amends the Dental Service Plan Act to remove the requirement for Director approval before dental service plan corporations disburse more than 20% of subscriber payments as administrative expenses.
