Dental carriers must provide written notice via certified mail 60 days before assigning or leasing their provider network to another entity, including all contract terms, policy manuals, fee schedules, and a statement of the provider's right to opt out.

Dental carriers cannot automatically enroll providers in leased networks and must allow existing network providers to choose not to participate through an opt-out mechanism.

Dental carriers cannot cancel or penalize dentists who decline to accept terms of a network assignment or lease, and must offer providers the option to contract directly with entities gaining network access.

Dental plan carriers must pay dental care providers 100% of contracted amounts without requiring fees to access payment or reimbursement systems, excluding third-party fees outside the carrier's control.

Exemptions apply to network assignments within the same brand licensee program and to provider networks serving State employee health insurance or medical assistance program beneficiaries.
