Amends the Illinois Dental Practice Act to increase the federal poverty level threshold from 200% to 300% for patients eligible to receive services from public health dental hygienists under public health supervision.

Adds Section 50.1 requiring dental offices that are closing to provide patients with at least 30 days' notice prior to closure, including information on how to access or obtain dental records, via newspaper publication or electronic format.

Adds failure to provide office closure notice as grounds for disciplinary action against licensed dentists, and adds failure to maintain a sanitary work environment as a separate disciplinary violation.

Modifies opioid prescription requirements in the Illinois Controlled Substances Act to increase the exemption threshold from 25 to 150 prescriptions per 12-month period through December 31, 2028, then to 50 prescriptions per 12-month period beginning January 1, 2029 for prescribers certifying they will not exceed these limits.

Adds new exemptions from electronic prescribing requirements for controlled substances, including financial hardship, temporary technological failures, certain patient populations (nursing facility residents, hospice/palliative care patients, incarcerated individuals), and compound prescriptions.
