IL HB2079

Amends the Public Officer Prohibited Activities Act to extend conflict-of-interest provisions to township officers in addition to municipal and county officers.

Allows governing body members to provide materials, merchandise, property, services, or labor to their municipality if they have less than 1% ownership stake, publicly disclose the interest, abstain from voting, and the contract is approved by majority vote.

Permits municipal, county, and township officers to serve on not-for-profit corporation boards when appointed by their governing body to represent its interests, allowing them to vote on related matters without restriction (unpaid position with expense reimbursement permitted).

Requires officers not appointed to represent their governing body on a not-for-profit board to abstain from voting on any proposition directly involving that corporation and excludes them from quorum for such matters.

Exempts officers with 1% or less ownership in publicly-traded companies (held individually or through mutual funds/exchange-traded funds) from conflict-of-interest restrictions when those companies conduct business with their municipality, provided they publicly disclose, abstain from voting, and don't participate in contract negotiations.
