Amends the School Code to include energy conservation measures in regional superintendent duties for inspecting and approving school building plans and specifications.

Redefines "energy conservation measure" to exclude new construction or building additions beyond existing square footage, except for mechanical/electrical upgrades or energy unit installations like geothermal or solar arrays.

Creates new definition of "energy operating cost" as expenditures for heat, cold, power, electricity, water, or light paid to utility providers, excluding general maintenance and custodial costs.

Establishes the Smart Energy Design Assistance Center (SEDAC) at University of Illinois Urbana-Champaign to assist school districts in identifying qualified energy service providers, reviewing cost-savings projections, and structuring energy performance contracts.

Modifies guaranteed energy savings contract requirements to focus on energy operating cost savings over a reasonably projected payback period (maximum 20 years) and requires performance reviews at least every 4 years by school boards.
