Establishes the Zero Traffic Fatalities Task Force to be created by the Secretary of Transportation on or before July 1, 2024, with the goal of developing policies to reduce traffic fatalities to zero.

Task Force membership includes the Secretary of Transportation (Chair), Director of State Police, Secretary of State, Director of Public Health, representatives from 3 public universities, and representatives from motorcycle safety, motorist service, transportation advocacy, bicycle safety, municipal, and labor organizations.

Requires the Secretary of Transportation to submit a report to the General Assembly by January 1, 2025, analyzing speed limit establishment processes, alternatives to the 85th percentile method, and recommendations for reducing vehicular, pedestrian, and bicycle fatalities.

Report must include analysis of speed limit deviations, local street speed reduction policies, engineering safety recommendations, and usage of the 85th percentile in different settings.

Task Force provisions are repealed on January 1, 2026.
